23 stycznia 2026 r. Sejm Rzeczypospolitej Polskiej przyjął ustawę nowelizującą ustawę Prawo o szkolnictwie wyższym i nauce, która wprowadza możliwość przyznawania zapomóg doktorantom znajdującym się w trudnej sytuacji życiowej. Nowe przepisy stanowią istotny krok w kierunku wzmocnienia systemu wsparcia socjalnego dla uczestników szkół doktorskich.
Zgodnie z przyjętymi rozwiązaniami, szczegółowe warunki przyznawania zapomóg będą określane przez uczelnie oraz podmioty prowadzące szkoły doktorskie. Pozwoli to na elastyczne dostosowanie zasad pomocy do specyfiki danej instytucji oraz realnych potrzeb doktorantów.
Kolejnym etapem procesu legislacyjnego będzie rozpatrzenie ustawy przez Senat RP. Po zakończeniu prac parlamentarnych ustawa trafi do podpisu Prezydenta RP.
W prace nad nowelizacją aktywnie zaangażowani byli przedstawiciele Krajowej Reprezentacji Doktorantów kilku kadencji. Ich udział w konsultacjach oraz pracach legislacyjnych przyczynił się do wypracowania rozwiązań odpowiadających środowisku doktoranckiemu i realnie wzmacniających system wsparcia socjalnego.
Przyjęcie ustawy stanowi ważny sygnał uznania szczególnej sytuacji doktorantów oraz potrzeby zapewnienia im adekwatnych instrumentów pomocy w sytuacjach losowych i życiowych.

On the 23rd of January 2026, the Sejm of the Republic of Poland adopted an act amending the Act on Higher Education and Science, which introduces the possibility of granting financial aid to doctoral students in difficult life situations. The new provisions are an important step towards strengthening the social support system for doctoral candidates.
According to the adopted solutions, the detailed conditions for granting financial aid will be determined by universities and entities running doctoral schools. This will allow for flexible adaptation of the rules of assistance to the specific nature of a given institution and the real needs of doctoral candidates.
The next stage of the legislative process will be the consideration of the bill by the Polish Senate. After the parliamentary work is completed, the bill will be sent to the President of Poland for signature.
Representatives of the Polish National Association of Doctoral Candidates from several terms were actively involved in the work on the amendment. Their participation in consultations and legislative work contributed to the development of solutions that correspond to the doctoral community and realistically strengthen the social support system.
The adoption of the bill is an important signal of recognition of the special situation of doctoral candidates and the need to provide them with adequate instruments of assistance in unforeseen life situations.
